Canteen closures and licensed premises

The only council currently allowed to hold a general liquor licence is the Torres Strait Island Regional Council (licence to run until 31 December 2009).

A restricted licence has been granted to the Pormpuraaw United Brothers Sports Club from 1 December 2008.

Social services funded by canteen profits in the past will continue with new funding from government.

The Office for Liquor, Gaming and Racing (OLGR) will consider any new licence applications lodged by non-council operators. The Liquor Licensing Division can place conditions on licensed premises in a restricted area to ensure the responsible service and consumption of alcohol.

Examples of conditions include:

  • restrictions to trading hours, the type of alcohol that can be sold and how much alcohol a patron can buy and possess (for example two cans of beer)
  • a house policy, including security and training details

Licensed premises in towns near a restricted area

Liquor Licensing Division can place conditions on licensed operators that are in or near communities that have alcohol restrictions. Conditions may apply where there is evidence that alcohol sales from those premises are causing problems in the community. The conditions may limit and monitor the supply on alcohol.

These conditions could include:

  • banning the sale of alcohol to taxi drivers
  • limiting or prohibiting the types and amounts of alcohol available for take-aways
  • only allowing alcohol to be sold with a meal

In some cases Liquor Accords and licence conditions may need to be negotiated with licensees in surrounding areas to support the Alcohol Reforms.
